The Operations Manager role is built by copying the administrator’s capabilities and subtracting installing, uploading, updating, editing and deleting plugins, themes and WordPress core, so capabilities added by other plugins are inherited automatically. Activating plugins, switching themes and posting unfiltered HTML are each off by default and can be granted back individually. Critically, an Operations Manager cannot assign the administrator role or edit an administrator account — without that, the restriction would be cosmetic, since anyone able to promote themselves could take back everything withheld.
